I'm pretty sure if I don't work out that my body will burn fat in areas in a particular order. However, if I work out any particular area, will that area be reduced in fat more quickly?
For example, if I focus on my abs, will my belly fat be used more quickly than any other part of my body? I think it would when considering the heat & friction from movement causing the local fat to break down more quickly.
I'm no expert on exercise & metabolism, so I'm hoping some of you who have experience can set the record straight.

Diet and cardio are the key to burning fat. Doing abs, such as sit ups will help abit but to lose fat in that area you would have to get it thru diet and cardio. Working out will help too, more muscle you have, the more fat you'll burn. Muscle can't turn into fat, they are two different things. Muscle weighs more than fat also. I totally understand that metabolism is increased when muscle mass is increased. I also understand the importance of cardio & diet.
Right now, I am not in an exercise routine. My diet includes food with high fiber, high protein, low carbs, & low fat. I have lost somewhere between 15-20 pounds within about 4-5 weeks.
The problem I am trying to get around is the fact that I have a bunch of belly fat. From what I've seen, belly fat goes last. I am hoping there's a way, through exercise, to get rid of my belly fat faster than the fat on other areas of my body.
It seems to me, so far, that I will have to get rid of all my other fat before my belly fat is completely gone. I hope I'm wrong.

Unfortunately, you're not wrong.
I just read a new article on the possible validity of spot reduction. Spot reduction is working out a certain area in order to lose fat in that spot. That particular article went against all the accepted ideas that have been around for decades. It claimed that to a small degree, spot reduction can work.
While that might help, men will always lose their abdominal fat last. You'll never see a guy with six pack abs carry fat in some other part of his body. Ever. When your core is really lean then you've achieved single digit body fat levels. Congratulations, because this is not easy to do.
I recommend a full body workout which trains every major muscle group (legs, back, chest) because it's better for overall body composition. Getting into shape is a long, drawn out process... but worth it.

I do Martial arts with light weight training, enough to stay toned and I try and keep a balanced diet. I believe that proportions are the key to an excellent diet.
