I'm going to start writing regularly again but the general quality of my writing is low and I'd like to improve it. I'm good at writing technical information but not so good at the average blog post.
How can I improve my writing?

The best way to improve your writing is to continue to write. Daily if you can, but at least once a week.
Blogging can be random and incomplete thought or a treatise on life. Write what you know, and the spice will flow

CSThat's a pretty good tip. Perhaps I can dedicate more time to writing on a daily basis and improve my writing skill, spelling and vocabulary.

As far as vocabulary goes, I used to do a 'word a day' thread on the yahoo group. I pick a word from the dictionary and write a piece using the word I'm not familiar with. It's an exercise to expand your vocabulary. We tend to use language we are familiar with, or makes sense for who we are communicating with.
If you run into a person that has an extensive vocabulary, some people tend to feel like you are talking down to them like you are just throwing out $50 words to sound 'smart' (imagining/projection). I've run into this more times than I can count. It's just vocabulary I'm used to, sometimes you have to curb it back or take the time to explain what the word means so you are understood.
Context should give an indication, but not always. The point is, the responsibility to mediate understanding is yours.
It's not your responsibility to take on another person's baggage. So choose wisely!
