Just started Thomas Ligotti's "Teatro Grottesco". I really liked the story "The Town Manager", portrait of a degenerate society taken to the level of the surreal. "Dustroy Troly".

Keep reading! The story you mentioned is definitely a later one and, in my opinion, not among Ligotti's best work.
It's been a long time since I've read him... too long, in fact; but here are my top 10 favorite Thomas Ligotti tales, nevertheless:
"The Frolic"
"The Tsalal"
"Nethescurial"
"The Chymist"
"Les Fleurs"
"The Last Feast of Harlequin"
"The Bungalow House"
"Gas Station Carnivals"
"The Clown Puppet"
"Teatro Grottesco"
And "The Shadow, The Darkness" is also quite good.
